遅れる医療従事者への給付金

フィリピン保健省関係当局は、迅速な医療従事者へ給付金の配布の義務を持ち、迅速に行われなければ職務停止の可能性があるだろうと発表しました。

これに対し、大統領報道官のロケ氏は昨年の労働者給付金の給付遅延に対して「最前線で活躍する人々への給付が遅れていたのは異常。オンブズマン（行政監査員）によって一部停職処分を受けた。」と語りました。

また、労働者への給付が遅れているという報告を受けロケ氏は「既に保健省の財務課と連絡をとっている。」とし、返答には猶予を出しているようです。

最前線で活躍する医療従事者の方々が適切に給付を得られないっておかしな事ですよね。
加えてフィリピンの現在の治療者数は日本と大して変わりません。
人口こそ近似値ではありますが、医療技術や充実度は異なります。そして、フィリピンよりも技術などを有する日本でさえ３万人を超える患者は現場の逼迫を引き起こしています。

つまり、コラムを見ていただけると分かるようにフィリピンでは治療者の急増はなく一定数でしたが、上記を考慮すると対応しきれなかった面もあったのではないかという事です。

さらに今年に入り、フィリピンでは死者が急増しています。
数字で見るよりも現場で目の当たりにする人々の方が心に染みるはずです。

一刻も早い状況の打開と権利を有する制度の適切な執行が求められます。

DOH officials warned on late release of healthcare workers’ benefits

Concerned officials of the Department of Health (DOH) must hasten the release of benefits to healthcare workers or else risk possible suspension from office, Malacañang said Wednesday.

Presidential spokesman Harry Roque has reminded the health officials about the suspension of some personnel over the delayed release of the workers’ benefits last year.

“Heads have rolled when the benefits for medical frontliners were in fact delayed. Individuals were suspended by the Ombudsman,” Roque said over ANC Television Wednesday, Feb. 10.

“And I think people in the health department should learn by way of example that if they don’t want to suffer the same fate, then they have to pay out soon,” he added.

Roque said he has already reached out to the DOH’s finance section to verify recent reports of alleged delay in the release of benefits intended for workers. “We’re reminding them that people have been suspended for the delay and that more people might be suspended unless it is forthcoming. But let’s give them time to answer first,” he said.

Last October, the Office of the Ombudsman ordered a six-month preventive suspension on five DOH officials over alleged failure to immediately release of benefits of health workers during the pandemic. The health department has promised to find solutions to improve the delivery of services, particularly in the release of COVID-19 hazard pay and other benefits to health workers.
