4月4日まで首都圏一帯ECQへ逆戻り

ドゥテルテ大統領が国内における感染者の増加が憂慮されていることから、３月２９日から４月４日までNCR-plus(メトロマニラと近接地域)を強化された地域検疫（ECQ）下に置くことを承認し本日から施行されています。

ECQ下では、人々の移動や輸送を厳しく制限する一時的な措置がとられ、営業を許可されいる産業も厳しく規制されます。
食品店や医療機関などの必要不可欠なビジネスや産業のみが営業を許可されることになっており、公共交通機関も引き続き運行されますが定員は制限されており、運輸省が発行するガイドラインに従うことになります。

また、公共事業・高速道路省（DPWH）が発行するガイドラインに基づき、重要な優先建設プロジェクトは許可されるものとするそうです。

さらに人の移動を制限するため、ECQ対象地域では午後6時から午前5時まで一律に厳しい夜間外出禁止令が出されます。

やはり、感染者の増加も変化が見られなかった年明けはどうやら嵐の前の静けさだったようです。
感染者の急増を受けて、医療機関を守る最後の要として今回のロックダウン最強化に至ったわけですが、経済へのさらなる大打撃・大惨事は避けられないでしょう。
国内の情勢も落ち着かないままECQへの転換に各業界から様々な意見が飛び交っているようです。

失業率の増加、労働力不足、生活の困窮から４月４日までと一時的目安ですが、ECQ期間の延長を拒む声も既に上がっており、ECQ下では食料の支給なども行われますが生活の足しというには１週間ギリギリのラインであり、その後の保証もないため国内は不安な空気が充満しています。

ECQによる感染者の減少、期間中にワクチンの普及を進めること、医療機関のサポートを推進しているようですが、これまでの政府の活動を考えても１週間で状況が好転するとは考えられません。

今季が今後の戦いのための分岐点になりそうです。

Duterte places NCR+ under ECQ from March 29 to April 4

President Duterte has approved placing the National Capital Region-plus (NCR-plus) under enhanced community quarantine (ECQ) from March 29 to April 4 due to the alarming increase of coronavirus (COVID-19) cases in the country.

Presidential spokesman Harry Roque announced that the Inter-Agency Task Force (IATF) for the Management of Emerging Infectious Diseases decided to place NCR, Bulacan, Rizal, Cavite, and Laguna under ECQ immediately until April 4, the original last day of the bubble.

Under the ECQ, Roque said there will be the implementation of temporary measures imposing stringent limitations on the movement and transportation of people.

There will be a heightened presence of uniformed personnel to enforce community quarantine protocols.
Industries allowed to operate will be strictly regulated.

There will also be the provision of food and essential services.

The Omnibus Guidelines on the community quarantine dictate that only essential businesses and industries like those dealing with food and medical services will be allowed to operate.

Meanwhile, public transportation will remain operational but at limited capacity and will be subject to guidelines to be issued by the Department of Transportation (DOTr).

Essential priority construction projects shall be allowed subject to the guidelines to be issued by the Department of Public Works and Highways (DPWH).

Mass gatherings, including religious gatherings, are strictly prohibited. This means the previous IATF resolution that allowed the once-a-day religious gatherings for the Holy Week will no longer push through.

Those below 18 years old and above 65, those with comorbidities and other health risks, and pregnant women are required to stay at home except when obtaining essential goods and services.

However, authorized persons outside their residence (APOR) will be allowed outside.

To further limit the movement of people, there will be a strict uniform curfew from 6 p.m. to 5 a.m. in the NCR-plus bubble. APORs, workers, cargo vehicles, and public transportation will not be restricted by such curfew.

The National Task Force (NTF) Against COVID-19, national government agencies (NGAs), and the local government units (LGUs) are tasked to implement Prevent, Detect, Isolate, Treat, Reassess (PDITR) actions.
